I created this witch by creating shapes with the polygon lasso tool and elliptical tool such as the nose and mouth. All of the parts are simple shapes that have been altered in small ways, and I put shadows on the nose, cheeks, and chin. I used the smudge tool to blend the colors under the eyes, and around the corners of the mouth.  I made the hair by using the polygon lasso tool to create random shapes and lines, that would look similar to hair.
